The restore of contact list with more than 14 members has some limitations.

Workaround :
Create contact lists with fewer than 14 members.

OR

Restore the already backed up backup set to a recovery database and then extract the mailbox from there.

At this time, there are no plans to address this issue through a patch or hotfix in the current or previous versions of the software. Although this issue may potentially be resolved in a future major revision, it is not currently scheduled for any upcoming release.
