Cause

The PerUserReadStateEnabled option can cause the public folder backup to hang.
 

Resolution

Set PerUserReadStateEnabled to False for Public Folders.

Get-PublicFolder -Identity "\" -Recurse -ResultSize Unlimited | Set-PublicFolder -PerUserReadStateEnabled $false
