This issue is fixed in Backup Exec 25

 

Backup jobs, specifically on Windows 2022 media servers with Backup Exec 23, fail for GRT enabled System State or Exchange using deduplication storage. The error message displayed is, "V-79-57344-65301 0x3 - The System State resource is not responding. Backup set canceled." for System State backups. Exchange backups fail with "0xe000fea9 - The Backup Exec data store encountered a problem during the operation" and 0xe000ff15 - A communications failure has occurred with a System State resource. The Backup Exec Remote Agent on the Backup Exec media server may crash at the end of the job.
