Cause
Optimized duplication (opt-dup) to a cloud deduplication device does not work, and duplicates the entire original data (non-deduplicated data or re-hydrated data.)
Resolution
This issue is resolved with Backup Exec 25.1.
After installing\upgrading to BE 25.1 Create the following registry and set the value to 1.
Key: HEY_LOCAL_MACHINE\SOFTWARE\Veritas\Backup Exec For Windows\Backup Exec\Engine\Misc
Value: DisableOptDupForCloudDedupe
Type: DWORD
Data: 1
Note: Backup Exec services needs to be restarted after creating the above key.
