Cause
This is a version specific issue for Windows 11 ADK 22H2 (September 2023). The ADK version is 10.1.25398.1, which is downloaded from https://go.microsoft.com/fwlink/?linkid=2243390.
Resolution
WORKAROUND:
1) Uninstall Windows 11 ADK 22H2 (September 2023), which version is 10.1.25398.1.
2) Download the ADK from any one of the below URLs and install it.
