A scheduled duplicate job shows On Hold job status when 'Submit job on hold' is selected from Job settings or ir the job us put manually 'on hold'.
Figure 1.

A linked duplicate job will show the Job Status as Linked when the job is submitted instead of On Hold.
This is by design.
The On Hold job status is only for jobs that can be scheduled. Since linked duplicate jobs are not scheduled, it will not reflect the Job Status as On Hold even when 'Submit job on hold' is selected in the Duplicate job settings.
The design of putting a linked job on hold is as follows:
1. The job status of a linked duplicate job will update to On Hold when the primary job has run and the 'Submit job on hold' has been selected in the linked duplicate job settings.
2. If the primary job is scheduled and linked duplicate job settings has hold selected, the job status for the linked duplicate job will show as Linked. (refer figure 1 in Error Message section)
3. A linked duplicate job cannot be put On Hold by right clicking on the linked duplicate job and selecting 'hold', if "Submit job on hold' was not selected in the linked duplicate job settings unlike a scheduled duplicate job.
