SQL Browser Service is stopped or disabled.

Start or Enable/Start the Windows  “SQL Server Browser” service.
Perform the upgrade or pre-installation environment check.

Note: If the Backup Exec Database BEDB is hosted on a remote SQL server then start the  “SQL Server Browser” service on the remote server.
