The "Use Fast File Restore" registry key is set to 0.
When set to 0, the media used for restoring is being read from beginning to end. The Fast seek to the selected objects when performing restore operation is disabled.
The restore job keeps reading the media (job active) until the end of the media/set and hence the behavior reported under the Problem section are seen.
Edit the registry on the Backup Exec Server to enable "Use Fast File Restore" setting (by default enabled).

On the Backup Exec Server, use the Windows Registry Editor (regedit.exe) to locate HKEY_LOCAL_MACHINE\SOFTWARE\Veritas\Backup Exec For Windows\Backup Exec\Engine\Tape format
Edit the existing registry key UseFastFileRestore
Set the value data to 1
Restart the Backup Exec services and rerun the restore.
