Exit message:                  The account that is running SQL Server Setup does not have one or all of the following rights: the right to back up files and directories, the right   to manage auditing and the security log and the right to debug programs. To continue, use an account with both of these rights.

32-bit SQL Instance of BKUPEXEC: C:\Program Files (x86)\Microsoft SQL Server\120\Setup Bootstrap\Log
64-bit SQL Instance of BKUPEXEC64: C:\Program Files\Microsoft SQL Server\140\Setup Bootstrap\Log

Note: If it is a fresh install or an upgrade to Backup Exec 22 or newer, then check the SQL installation log file at BKUPEXEC64 path.

The user account used to install Backup Exec lack sufficient permissions to perform the installation of Microsoft SQL Express Instance.

SQL Server installation fails after default user rights are removed

The user account used to install Backup Exec must be added to following policies in Local Security Group of Backup Exec (BE) server. Then rerun the installation and it should work.

• Debug programs
• Backup files and directories
• Manage auditing and security log
   

Note: A group policy update (gpupdate /force) may be needed to push the policy to take effect quickly.

Reboot the Backup Exec server.

Run Backup Exec upgrade "Run As Administrator"
