Cause
Issue is caused if the Oracle SYSBACKUP account is locked.
Resolution
Confirm if the SYSBACKUP account is locked and then unlock the SYSBACKUP account. Login to the Oracle SQL plus with SYSDBA and unlock the SYSBACKUP account.
SQL> alter user SYSBACKUP account unlock;
