This issue is caused by registry information left behind from a previous failed uninstall or install process.
The issue is seen when Veritas Backup Exec or the Remote agent for Windows was not removed properly or an installation of Backup Exec or the remote agent failed leaving orphaned registry key entries.
Additionally, the issue can occur with Symantec Backup Exec related registry keys from legacy Backup Exec product or installations.

To ensure the Installation of Backup Exec completes successfully, perform the steps:
.Warning: Incorrect use of the Windows registry editor may prevent the operating system from functioning properly. Great care should be taken when making changes to a Windows registry. Registry modifications should only be carried-out by persons experienced in the use of the registry editor application. It is recommended that a complete backup of the registry and workstation be made prior to making any registry changes
1. Launch Registry Editor by running the command regedit.exe and take a backup of Registry (File - Export).
2. Navigate to HKLM\Software and delete the entry of Veritas or Symantec related to Backup Exec as shown below.
NOTE: Only remove Backup Exec related keys only (Backup Exec for Windows, CRF, SymVMTools, and VxlogServer). Symantec Registry keys may exist for Symantec Antivirus solutions which must remain.

3. Using Windows Explorer, delete the folders for the Veritas or Symantec based older version of Backup Exec. The default installation path is
