This issue is related to access rights. When applying the license file from a network shared folder, Administration rights are needed by the VSR services.
Workaround:
Please perform few steps before trying to apply license file from the network shared folder.
1. On the machine where the license is to be applied, log on as Administrator or a user that has administrator rights.
2. Launch Windows Services screen. (Run -> Type services.msc). Change the account for the Veritas System Recovery service from Local System to Administrator.
3. Restart the Veritas System Recovery service, and then apply the license from the network shared folder.
Note: In some language OS (e.g. ‘Spanish’), where the System Administrator account is spelled as ‘Administrador’, the VSR Service should be set to run as that "Administrador" account. You will also need to create a user (if not present) with the same name in the network machine that is providing the access of the license.slf file.
In cases of System Recovery One to One Management and Veritas System Recovery Manager, when trying to apply the license file from host machine to the VSR agent, then the location of the license file needs to be specified with the IP Address of the host machine in the Licensing page-> Browse-> URL page.
