This issue has been resolved by Backup Exec 22.1. Upgrade to Backup Exec 22.1 and restore the existing backup sets.
WORKAROUND:
Use Simplified Disaster Recovery.
Issue/Introduction
Left-clicking does not function on Windows icon after a manual disaster recovery. When trying to run "ms-settings:" to launch the Settings screen from the command prompt, "Element not found" appears.
