Incremental/Differential only contains changed block and BE synthesizes it with full to get the correct browsing view.
All logical Backup Sets are full by design.
Virtual Machine based backups are done from the Hyper V or VMware ESXi/Vcenter host. In the below screenshot Win 2012 ( display name ) VM (VHDX) is backed up from the Hyper V Host HVCL1. The granular restore for the same VM i.e. HV-2012 can be seen from Backup and Restore Tab of BE console -> Virtual Machine name -> Backup Sets section. This section shows the incremental or differential sets as Full. These are the logical sets and they show as full due to Backup Exec showing a synthesized view of Full and incremental or Full and Differential.

If a restore is attempted from the VM incremental set which shows as full in the logical view, it shows the correct Backup Method.
