This error is seen if the Backup Exec server has active Instant Recovery (IR) sessions running on the Backup Exec server. Active IR sessions are present when there are one more instantly recovered virtual machines running on the Backup Exec server.
1. Run the 'Remove a Recovered VM' job to delete the instantly recovered virtual machines.
2. Rerun the patch/upgrade install.
