This issue was found to be due to 'orphaned' backup set that were referenced in the database at the Storage Destination, but did not exist on disk or were known about by the VSR console. This caused the system to miscalculate the available space.

Issue/Introduction

When using the Automatically optimize storage feature in the VSR 18 console, although sufficient space existed on the destination, older Recovery Point Sets were being removed prematurely, resulting in less Backup Sets being retained than should be. The Automatically Optimize Storage in the VSR 18 console (Tools - Manage Backup Destination - Settings: Monitor disk space usage for backup storage - Automatically optimize storage) allows you to configure a disk threshold which VSR will use to remove older Recovery Point Sets, keeping the stored backup data below that figure. Note: Be aware that VSR will write the new Recovery Point Set, before removing the oldest set and therefore 'working space', to write an additional Recovery Point Set, needs to be included in the calculation when setting the threshold.
