The dloadminsvcu.log will display the message:

The new MSOLEDBSQL SQL Provider has not been installed for some reason.
Manually install the 64bit or 32bit version of MSOLEDBSQL from the Veritas DLO 9.3.2 installation media in the msoledb folder.
File name is "msoledbsql_18.1.0.0_x64.msi" or "msoledbsql_18.1.0.0_x86.msi"
..\Veritas_Desktop_and_Laptop_Option_9.3.2_93253a_64-bit\msoledb
After installing reboot the server and check to see if the DLO Admin Service has started.
