Cause

If the owner node for storage is changed and a restore job is run for CSV VM, then the job fails.
Access Denied is seen due to CreateFile API returning error.

Resolution

1) Restore the Virtual Machine with this option "to a different server; prefix the source drive and path with a new drive and path."
Deselect "Register the virtual machine in Hyper-V Manager after the virtual machine is restored to the new location."

2) When restore completes successfully, import the Virtual Machine from Hyper-V Manager.
