This is by design. DLO client console is not accessible while DLO Desktop Agent is loading client configurations. Then, DLO client console hangs up or terminates abnormally.
This issue has been resolved on DLO 9.3.2 or later.
Workaround
Follow the steps mentioned in following technote to enable "Enable Activity Settings" and "CPU Priority" :
How to reduce the amount of resources the Desktop and Laptop Option will use on a Client.
Wait until the status is changed to "Your files are protected". (See Figure 2)
