This situation may occur when the downloaded Windows Updates were not installed on Windows 10 boxes where the mounting of recovery point is happening.
Resolution
1. Run Windows Update and install KB4015438, once the installation completes restart the machine. (KB4015438 was the downloaded update which was not installed.)
2 After the update the EFS encrypted file contained in a drive mounted using SSR-2013 R2/VSR 16 created recovery point via Windows Explorer should be accessible.
