Enable "Use Resilient Change Tracking(RCT) wherever applicable" from Backup Exec Icon (top left in BE Console) -> Configuration and Settings -> Backup Exec Settings -> Virtual Machine
With RCT enabled and windows version capable of using it, the backups should exclude VMRS file.

Byte count of Hyper-V virtual machine backups shows much higher than the used disk space.
