Backup job fails with error: 0xa000fec9 - A failure occurred accessing the Writer metadata

This issue occurs if the Windows Recovery Volume or partition is not detected or discovered during backup, as it may be missing.

Check the Windows Disk Management and confirm that Windows Recovery Partition is missing. Fix the Windows Recovery Environment using BCDEDIT and confirm the Windows Recovery Partition now shows up under Disk Management. Run the System State backup which should no longer fail with this error.

Workaround:

Note: Only use this workaround temporarily, until the Windows Recovery Environment is fixed.

Disable the Recovery Volume detection on affected server via registry:

Warning: Incorrect use of the Windows registry editor may prevent the operating system from functioning properly. Great care
should be taken when making changes to a Windows registry. Registry modifications should only be carried-out by persons
experienced in the use of the registry editor application. It is recommended that a complete backup of the registry and
workstation be made prior to making any registry changes.

a. Open the Registry on the affected machine 
b. Navigate to HKLM\SOFTWARE\Veritas\Backup Exec For Windows\Backup Exec\Engine\Simplified System Protection
c. Create a new DWORD value called: Disable Recovery Partition Detection
d. Set the Value to: 1

Re-enable the 'Recovery Volume Detection' on affected server(s), once the Windows Recovery Environment is fixed, by setting the value of the above registry key back to be 0
