V-79-57344-65190 - In order to restore the Active Directory, the target machine must be in Directory Service Restore Mode
Resolution
System state data includes the Active Directory services database and the SYSVOL directory. The above error occurs when the system is booted in normal mode while restoring a System State set (containing the Active Directory) to a domain controller.
When restoring an Active Directory to a computer that is a domain controller, the computer must be started in safe mode using the Directory Services Restore Mode to perform the restore. System State cannot be restored unless the target computer is in Directory Services Restore Mode.
