SGMON Debug log reports  following information :
 

PVLSVR:    [5816]     Backup Exec was unable to initialize and communicate with the device \\.\Tape0 (Access is denied.).  Click the link

Cause

The following GPO setting is set to "Enabled" (which denies access):

Computer Configuration\Administrative Templates\System\Removable Storage Access\Tape Drives: Deny Write Access

 

Resolution

Change the GPO setting to "Disable" (which allows write access) or "Not Defined" and restart Backup Exec server.
