After the Backup Exec for Windows Servers services are restarted job logs cannot be viewed. A popup with the above error message appears when job logs are opened from Backup Exec for Windows Servers.

Symptoms:
The above behavior is observed when the following conditions are true:
1) the job log path is the same as the catalogs path
2) the job log path has the same parent folder as that of the catalogs folder.
Example:
Job log path = D:\data\jobLogs
Catalog path = D:\data

Observations:
The "Incompatible" folder under the catalogs folder contains all the job log files.

The Windows Application Event Logs shows the following error:

Event Type: Information
Event Source: Backup Exec CatErrorHandler Server
Event Category: None
Event ID: 34305
Date: mm/dd/yyyy
Time: 3:27:14 AM
User: N/A
Computer: SERVER
Description:
Catalog server database has been synchronized with catalog files in E:\data\.
Number of backup sets added to the database are 6.
Number of backup sets deleted from the database are 0.

Solution:
Make sure that the job log path does not satisfy any of the above mentioned conditions.

Note:
The behavior described in this article is by design. The Backup Exec for Windows Servers catalog files and job logs are stored in XML files. The Backup Exec for Windows Servers Catalog Server database is synchronized with the catalog files in the catalog folder, when the Backup Exec for Windows Servers services are started. During this process any xml files located in the catalogs path are sanity checked for catalog information and if this check fails then the files will be moved to the Incompatible folder - which results in the job logs being re-located as they do not contain catalog information.
