Cause
This issue occurs if Oracle agent for backup is not properly configured.
Note:- Please check the Related Documents below on "Configuring the Oracle agent on windows computers".
Resolution
In Backup Exec console Set Tools > Options > Oracle > Modify List.
Add the Oracle server in three entries: IP Address, NETBIOS name & Fully Qualified Domain Name, all the three entries should use the account specified in Remote agent for Windows for Database access ( mostly Default account of BE ) in Backup Exec under Network -> Logon Accounts.

In case of Oracle Fail Safe, please add FQDNs for all nodes, node names, and IP addresses.
