Troubleshooting steps for testing purposes:
 
1. Add an exclusion for the Backup Exec installation directory.
2. Add an exclusion for any local backup to disk locations. 
3. Temporarily disable any "On Access Scanning" features the anti-virus software may have. 
 
If the backup speed improves and it is determined the anti-virus software's processes are the cause of the backup performance issue after performing the steps above, contact the anti-virus software vendor for further assistance with resolving the issue.  Review the Related Articles Section below also for further troubleshooting information.
