Windows cannot access the specified device, path, or file. You may not have appropriate permissions to access the item.

Cause
This issue can occur due to Internet Explorer Enhanced Security components running on the server or an Antivirus application blocking the installer from launching.
Solution
The downloaded zipped files need to be unblocked before launching browser.exe.
Instructions to unblock the installation files :
Right click on the zipped file and go to properties of the downloaded zipped file.
Locate and click on the Unblock button as shown in the figure below.
Re-extract the zipped file again and then continue with the installation procedure.
Note: In some cases, if the installation file/zip is unblocked and the error is still seen, the antivirus software on the Backup Exec server can be disabled for a while when installation of Backup Exec or patch is being attempted.

Issue/Introduction
The following error "Windows cannot access the specified device, path, or file. You may not have appropriate permissions to access the item." may be seen while launching the Backup Exec installer or running the Backup Exec patch or hotfix.
