Failed to load configuration settings

Cause

This above error is generally caused by Database References that do not contain the correct information or a lack of SQL Database rights to Open, Query, and Write to the DLO Database.  Perform the following solutions to either resolve or diagnose the cause of the issue.
 

Resolution

  1. First follow this article https://www.veritas.com/docs/000033946 to make sure that all the settings on the client workstation is properly configured.
  2. If the step 1 doesn't fix the issue, run MDAC (Microsoft Data Access Components ) Component Checker to check for any mismatches.
  3. If the mismatches are found run repair of MDAC.
