On server reboot, a new recovery point set will be initiated automatically for the existing scheduled jobs.

This is working by design. Please refer to the following (taken from https://www.veritas.com/docs/000003621):
Issue/Introduction
Incremental backups with Veritas System Recovery for Linux (VSR-L) run as full backups following a server reboot or shutdown.
The symsr -info job command shows the next backup type is incremental but a full (.v2i) backup is created instead of an incremental (.iv2i).
