Cause
The Small Business Server Edition license is designed for use only on Windows Small Business Server and Windows Server Essentials operating systems. It is also possible that SR will not recognize the operating system if it is not patched at the proper level. For example Windows Small Business Server 2008 Service Pack 1 may generate the same error until the OS is upgraded to Service Pack 2.
Resolution
Obtain a Server Edition license for System Recovery if the server is running a full version of Microsoft Windows Server. More information on each edition of System Recovery may be found in the following article:
If running Small Business Server / Essentials versions of Microsoft Windows Server, make sure the operating system is patched at the supported level to resolve the issue.
