Cause

This behavior is as per Windows design. Windows UAC protects against the program that may change the system configurations.
 

Resolution

WORKAROUND:
Perform 1, 2 or 3.

1. Launch Veritas System Recovery console by "Run As Administrator".

2. Add each user by "Security Configuration Tool" and allow full control, instead of adding a group.
Note: Full control is allowed for the user if Yes is clicked in the popup described above.

3. Disable Windows UAC and launch Veritas System Recovery console.

This issue is not observed if Windows User Account Control (UAC) is disabled.

Issue/Introduction

Users belonging to "Domain Admins" group have read-only privileges even if Full Control is allowed for this group by "Security Configuration Tool".
When the user of "Domain Admins" group launches Veritas System Recovery console, the following popup appears. "The current user 'DOMAINNAME\USERNAME' has read-only privileges and cannot make administrative changes.
Would you like to add privileges for full control? Click No to continue in read-only mode." This issue may be observed in case of not only "Domain Admins" group but also other groups.
