Throw vim.fault.RestrictedVersion
Workaround:
Boot the VM off the Simplified Recovery Disk and run the restore like a physical machine.

ESXi version 4 or higher
Cause
For Backup Exec to create a virtual machine, the ESX host must be licensed with the VStorage API from VMWare.
Resolution
Contact VMWare to purchase the VStorage API.
Issue/Introduction
Cannot convert a backup set to a virtual machine on VMWare.
