During a NDMP Verify operation using Backup Exec NDMP agent a "test restore" is performed without physically restoreing the data. A NDMP Restore command is issues to the NDMP Server to run a restore job without physically restore the data to verify the backup.
If a Hardware or tape issue is encountered during the Verify the NDMP job will fail with "The NDMP server returned a restore error".
Using Backup Exec live debug tool SGMON (C:\Program files\Veritas\Backup Exec\SGMON.EXE) to Monitor the Backup Exec Job Engine, Server, and Device and Media Services the following "ADAMM mover error = 23" appears in the SGMON Log. (See Related Documents for more information on SGMON).

Error 23 is ERROR_CRC.or CRC error on the tape.
This is due to Faulty Tape, tape drive, or a Hardware issue.
Error 23 represents ERROR_CRC.or CRC error on the tape.
Troubleshoot Tape Hardware.Try new tapes, and Clean the Tape drive.
