Verify that you have sufficient access to that key, or contact your support personnel. Action ended 1:17:06: InstallFinalize. Return value 3.
Note: GUID may vary depending on environment.

Cause
This happens if the required registry keys do not have appropriate permissions.


Solution

Warning: Incorrect use of the Windows registry editor may prevent the operating system from functioning properly. Great care should be taken when making changes to a Windows registry. Registry modifications should only be carried-out by persons experienced in the use of the registry editor application. It is recommended that a complete backup of the registry and workstation be made prior to making any registry changes.
 

Assign appropriate permissions on the registry keys reported in the above error message.

  1. Navigate to HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Installer\UserData\S-1-5-18\Components.
  2. Right click and bring up Permissions - Advanced button -Owner Tab.
  3. Select a local admin account and check Replace Owner on subcontainers.
  4. Select apply and click OK ,Ignore any errors about not having adequate permissions.
  5. Go back in to the Advanced Button.
  6. On the Permissions tab select a local admin account.
  7. Check Replace all child object permissions, leave the inheritable permissions checked.
  8. Select apply and click OK.
  9. Retry the Installation.
